1 tablespoon oil or butter
1/2 cup chopped onion
1/2 cup chopped green pepper
1 large clove garlic, minced
1 pound lean ground beef
2 tablespoons chili powder
1/2 teaspoon dried oregano leaves
1/2 teaspoon salt
1/4 teaspoon each black and red pepper, optional
1 tablespoon tomato paste
2 tablespoons tomato ketchup
Pastry:
3 1/4 cups all purpose flour
1/2 teaspoon salt
1 teaspoon baking powder
1/2 cup butter or margarine
1 cup sour cream or lite sour cream
2 eggs, beaten
1 egg, beaten

Preparation Instructions:

1. Heat oil in a large skillet. Saute the onion, green pepper and garlic over low heat until softened.

2. Stir in the ground beef. Brown, breaking up meat. Stir in the seasonings, tomato paste and ketchup. Cook over low heat, covered, for 15 minutes.

3. For pastry, combine the flour, salt and baking powder in a large bowl. Cut in the butter until mixture resembles coarse meal.

4. Combine sour cream and 2 eggs. Stir into the flour mixture. Combine into a soft dough, gently kneading in up to 1/4 cup extra flour as needed.

5. Roll out half of dough onto a lightly floured board to 1/8 inch thickness. Cut into 3 inch rounds. Brush with a little beaten egg.

6. Spoon a tablespoon of filling in the center. Bring edges together and pinch tightly. Place on a greased baking sheet. Brush with beaten egg. Sprinkle with a little chili powder.

7. Bake at 400 degrees for 12 to 15 minutes until golden. Serve hot or at room temperature.
