Egg and Vegetable Macaroni Bake

    Crust:

  1 1/2 cups cooked macaroni

  2 eggs

  1/4 cup Parmesan cheese

  Filling:

  1 tablespoon vegetable oil

  1 small onion

  1 small seeded tomato

  4 cups frozen mixed vegetables (or coarsely chopped fresh vegetables)

  1 teaspoon garlic powder

  1 teaspoon dried basil

  1 teaspoon dried oregano

  Topping:

  4 eggs

  3/4 cup milk

  1/4 teaspoon salt

  1/4 teaspoon pepper

  1/4 teaspoon dry mustard

  1 cup shredded Cheddar and Mozzarella cheese blend
